Here’s how city services are affected: Transit: Buses and Dial-a-Ride will operate on Sunday schedules Thursday, Nov. 22, and Friday, Nov. 23. METRO Light Rail will operate on a Sunday schedule on Thursday, Nov. 22, but will return to regular service on Friday, Nov. 23. Express and RAPID buses will not operate. Solid Waste: Thursday’s same-day collection moves to Friday, Nov. 23, and Friday’s same-day collection moves to Saturday, Nov. 24. Transfer Stations: They will be closed both days. Libraries: All Phoenix Public Library locations will be closed both days. The normal schedule will resume on Saturday, Nov. 24, and Sunday, Nov. 25, for those branches normally open on Sundays. Sky Harbor Offers Holiday Travel Tips, Parking Discount

America’s Friendliest Airport® is offering travel tips and a terminal garage parking discount. Parking Coupon If you are planning to park at the Airport, Sky Harbor is offering a coupon for 40% off the terminal garage rate through November 28. The coupon, which can be downloaded and printed from skyharbor.com or shown on a mobile device, allows travelers to park in the terminal garage for just $15 per day, compared to the usual rate of $25. This means no waiting for buses – just drive to your terminal, park, and walk right to the ticket counter or security checkpoint. Customers can stay past November 28. However, the discount is only valid November 14-28. The coupon is not valid in the Terminal 2 Economy section. Travel Tips Be sure to arrive at the Airport two hours before your flight departs, especially if you are parking in economy areas or checking bags. Sky Harbor also has a 24-hour parking hotline: 602-273-4545. If you park in Economy parking, look for a sign at the bus stop and scan the QR Code with your smartphone to be sent a text or email reminder of where you parked. Liquids and gels must be in 3 oz containers or less to pass through security. Bring a zip top bag to consolidate small quantities of liquids. Larger quantities of medically necessary liquids are allowed only at the discretion of TSA screeners. Food items such as pies and cakes are permitted, but may require further inspection. If travelers are not sure if a food item is considered a liquid or gel, it is best to pack the item in checked baggage or ship it to a destination in advance. Food may be carried through security and beverages may be purchased past security and brought onto the aircraft. Mayor and City Council Approve Changes to Zoning Ordinance

Nov. 13, 2012 Mayor Stanton and the Phoenix City Council recently approved a text amendment to the city’s zoning ordinance related to Use Permits and Special Permits, saving businesses time and thousands in start-up costs. The text amendment, recommended by the Development Ad Hock Task Force, co-chaired by Councilmen Tom Simplot and Sal DiCiccio, provides regulatory relief for businesses, such as dance studios, in-home child care and small rental car facilities located in a retail center. “This modernizes our zoning ordinance,” said Mayor Greg Stanton. “It is so critical to protect our neighborhoods while helping our businesses to start up faster. I think we have struck the right balance.” Previously, these types of businesses required Use Permits or Special Permits. Now opening a dance studio no longer requires a Use Permit, saving six to eight weeks time and $1,400. A small car rental facility now requires a Use Permit instead of a Special Permit, saving up to six months time and $5,000. “Our goal is to make Phoenix the best place in the country to do business,” said Councilman DiCiccio. “The previously passed reforms make it so businesses can walk in, turn in plans and walk out with permits that day. We’re the 24-hour city. These new changes make Phoenix even friendlier for businesses starting up here and creating jobs.” The Mayor and Council will consider other types of businesses for future regulatory relief. Oct. 24, 2012 Public transit marks a milestone with transit history display at Central Library It started with a mule – actually two – pulling a horse car loaded with passengers down newly laid iron tracks on Washington Street in Phoenix. On November 5, 1887 that fledgling public transit system, then known as the Phoenix Street Railway, would be the beginning of 125 years of service to Phoenix residents. The Phoenix Public Transit Department will mark those decades with a history display “From Mule to Fuel (and electricity): 125 years of horse cars, streetcars, buses, and light rail” at Burton Barr Central Library, 1221 N. Central Avenue, from Nov. 5 -30, 2012. On display will be photographs, including the first transit trip, memorabilia, and historical information. Animal-powered horse-cars would give way to electrified streetcars, which would reign for almost 50 years. But with paved roads came gasoline-powered buses that could drive anywhere, and so in 1927 began the ascent of the rubber-tired vehicle and the decline of the one that rode on rails. By 1948, the streetcars were gone and Phoenix would be a bus-only transit system. It wasn’t until 2008 when bus and rail would be reunited. In addition to the display items, a number of old documents will be posted on-line at phoenix.gov/publictransit starting Nov. 5, 2012. These include a series of 1928 telegrams searching for lost streetcar parts that fell off the freight train during shipping; those-were-the-days interview transcripts with 1950s bus operators; and correspondence from World War II when getting workers to the factories via public transit was critical in times of gasoline and tire rationing. Visitors to the library can also enter a drawing to win a prize packet of an authentic 1930 Phoenix Street Railway transit token and a 2012 Centennial Commemorative Transit Pass stamped on February 14, 2012. Children can color a picture of Tico, a beloved transit mascot of the 1970s and ‘80s remembered by many long-time Phoenicians. The display is open during library hours; and Central Library is accessible by city bus on Valley Metro routes 0-Central Avenue and 17-McDowell Road; as well by light rail at the Central Ave/McDowell station.
