Phoenix's Civic Space Park Offering Fall Lunch Concert Series

Oct. 25, 2012 The Phoenix Parks and Recreation Department is bringing live music back to the downtown lunch scene this fall with the Civic Space Lunchtime Concert Series at Civic Space Park, 424 N. Central Ave. The fall series kicks off Wednesday, Oct. 31 and will take place every Wednesday* from 11:30 a.m. to 1 p.m. on the park’s outside amphitheater stage through the second week of May. The concerts are free to the public and will feature outstanding performing and visual arts. Torres & Hendricks (Pop, Rhythm and Blues) will headline the opening concert Oct. 31. Future performances will include: Lucius Parr (Jazz R and B guitar), Nov. 7; Hans Olson (Blues and Harp), Nov. 14; and Mikel Lander and Meredith Moore Duo (Rock and Soul), Nov. 28. *There is no concert Nov. 21 due to the Thanksgiving holiday. Grand Opening of the Lofts at McKinley

Oct. 24, 2012 City officials and community partners cut the ribbon opening the Lofts at McKinley. The city of Phoenix Housing Department is celebrating the grand opening of The Lofts at McKinley located at 809 N. Fifth Ave. The new development, a 60-unit affordable senior housing community for people age 55 and older, is close to the light rail station in the historic Roosevelt Neighborhood. This apartment complex was built on the site of a vacant two-story office building which had become obsolete. The Lofts at McKinley will serve seniors with incomes at or below 40 to 60 percent of the area median income. “This is a quadruple win for our city – we are providing seniors with accessible housing right in the heart of downtown and making it sustainable for generations to come,” said Mayor Greg Stanton. “We’re also doing good business with our partners in the private sector to create an economically viable solution that improves our community. These are great results all packaged into one development, and I like what I’m seeing.” The Lofts at McKinley is the first senior apartment community in Arizona to seek LEED Platinum certification. The project features a photovoltaic solar system to power the common area, highly reflective roofing, Energy Star appliances, dual-flush toilets, low-water landscaping, low-VOC adhesives and finishes, and hard-surface flooring. “The Lofts is a shining example of how a public-private partnership can maximize results for the residents of Phoenix,” said Councilman Michael Nowakowski, whose district includes the lofts. “The project transformed a blighted property, created jobs and it will serve as an example of how to create sustainable, affordable housing for our seniors.” The Lofts at McKinley is a $14.1 million joint venture between Gorman & Company, Inc., the Downtown Phoenix Community Development Corporation and Arizona Bridge to Independent Living (ABIL), a nonprofit agency providing services to disabled residents ensuring that they are able to live independently and participate in the community. Project financing partners are the city of Phoenix through its HOME Investment Partnership Program; the Arizona Department of Housing Low Income Housing Tax Credit (LIHTC) and Housing Trust Fund (HTF) programs; construction financing from J.P. Morgan Chase Bank, N.A.; tax credit equity through Boston Capital Corporation; and developer investment from Gorman & Company, Inc. The city of Phoenix Housing Department owns more than 3,500 units of public and affordable housing and manages housing programs that provide homes to more than 25,000 Phoenix residents. Phoenix Parks, Community Centers Hosting Halloween/Fall Fun

Access to Care Community Meetings Scheduled

Oct. 19, 2012 The city of Phoenix invites residents to attend and offer feedback at two community meetings on the proposed City of Phoenix Access to Care ordinance. The meetings are scheduled from 5 to 6 p.m. Thursday, Oct. 25, at Sunnyslope Community Center, 802 E. Vogel Ave., and 10 to 11 a.m. Monday, Oct. 29, at Maryvale Community Center, 4420 N. 51st Ave. Over the next few months, the City Council is expected to discuss and possibly take action on the Phoenix Access to Care Ordinance. The ordinance would create a new funding source for Arizona Health Care Cost Containment System (AHCCCS) payments to acute care hospitals within the city that provide significant amounts of uncompensated care to uninsured and low-income patients. Major provisions of the ordinance include: City authorization to impose a short-term assessment on Phoenix acute care hospitals based on a percentage of the hospitals’ net inpatient revenues. The assessment will not require increased spending by the city and will not result in increased costs to patients and insurance companies. Certain hospitals would be exempt from the short-term assessment due to their special nature: government hospitals, specialty hospitals, small children’s hospitals, and hospitals that provide a significant percentage of care to out-of-state and Medicare patients. A separate Access to Care Fund would be created into which the short-term assessment revenues would be deposited. The city would then transfer this funding to the state (minus a small set-aside to cover the city’s administrative costs) to be used as the state’s share of new AHCCCS payments to Phoenix hospitals. The federal government would provide matching funds for its share of the payments – ultimately funding 66 percent of the payments. While common at the state level (more than 40 states have a provider assessment) cities have begun to utilize this model, with Philadelphia recently passing a similar ordinance. Phoenix acute care hospitals that provide significant amounts of uncompensated care to uninsured and low-income patients would receive payments based on their share of the uncompensated care. In addition, at least 10 percent of the money collected from the hospitals would be used to restore AHCCCS coverage for uninsured adults across Arizona. A portion of the assessment also would be set aside to fund uncompensated care payments to the Maricopa Integrated Health System through an already existing AHCCCS program. The community meetings will provide an overview of the proposed ordinance, and residents will have the opportunity to provide feedback. Phoenix Celebrates National Food Day

To celebrate, the Phoenix Green Team’s Green Gardening Group (G3) is hosting the “Get Growing, Get Healthy, Get Real,” from 11 a.m. to 1 p.m. that day at City Hall plaza, 200 W. Phoenix Planned Major Street Restrictions – Updated Oct. 19

Oct. 19, 2012 Drivers should be aware of the following city of Phoenix roadway restrictions and are encouraged to allow for additional time to travel. New Restrictions 40TH STREET – BELL ROAD TO GREENWAY ROAD 40th Street from Bell to Greenway roads is scheduled to be restricted to one lane southbound on a 24-hour basis beginning Monday, Oct. 29. Northbound traffic will not be restricted. Business and local street access will be maintained. The project is scheduled for completion by March 2013. Drivers are encouraged to select an alternate route or expect delays. This is a Water Services Department sanitary sewer rehabilitation project being constructed by Achen-Gardner. Special Events APS BUILDING HELICOPTER LIFT – 5 TO 10 A.M. SATURDAY, OCT. 20 The following streets are scheduled to be closed 5 to 10 a.m. Saturday, Oct. 20, to lift equipment onto the roof. Fifth Street – Monroe to Fillmore streets Van Buren Street – Third to Seventh streets During this work, Van Buren Street through traffic will be detoured at Seventh Street and at Third Street to either Washington or Fillmore streets. Local and business access will be maintained. Police officers will be on site to assist with traffic control. Drivers are encouraged to use caution when driving through this area. AIDS WALK – 8:30 A.M. SUNDAY, OCT. 21 This walk will start at Third Avenue and Washington Street and finish at Second Avenue and Jefferson Street. The following streets will be closed 7 to 11 a.m. Sunday, Oct. 21: Jefferson Street – First to 19th avenues Washington Street – First to 17th avenues Third Avenue – Jefferson to Washington streets Police will be on site to assist with traffic control. All streets will be open to normal traffic by 11 a.m. Drivers are encouraged to use caution when driving through this area. ARIZONA STATE FAIR 5K RUN – SUNDAY, OCT. 21 This event will take place on the streets surrounding the Arizona State Fairgrounds beginning at 19th Avenue and Monte Vista Road and finishing at McDowell Road and 21st Avenue, 8:30 to 10:30 a.m. Sunday, Oct. 21.
