City to Celebrate South Phoenix Youth Center

Aug. 18, 2014 Councilwoman Kate Gallego, community members and city staff will celebrate the grand reopening of the Parks and Recreation Department’s South Phoenix Youth Center, 5245 S. 7th St., at a symbolic “cut the lock” ceremony at 4 p.m. on Aug. 19. “The official reopening of the South Phoenix Youth Center as a city facility preserves a crucial asset to South Phoenix,” Councilwoman Kate Gallego said. “By providing South Phoenix youth with a supervised and supportive environment during the after-school hours, we are not only providing support to young people; by providing a place for them to grow, we are strengthening our community.” The center will operate afternoons/early evenings from 2:30 to 7 p.m. Monday through Friday. The center has billiards, ping-pong tables, and games, and center staff will plan field trips and offer visual and performing art programs. Originally shuttered due to budget reductions, an area non-profit had been operating the center since 2011 under limited hours but had indicated during the last fiscal year that they would be unable to continue past July 1. To ensure the center’s services continued, funds were budgeted for the current fiscal year to allow it to remain open. Early Head Start and Head Start Programs Recruiting Children

Aug. 15, 2014 The city of Phoenix Human Services Department Early Head Start and Head Start programs are recruiting children for the 2014-15 school year. The Early Head Start program is seeking parents with children from birth to 3 years old and pregnant women to participate in this home-based program, which offers comprehensive parenting and education services to families. Weekly home visits are made to families to educate them about child development, quality parent-child interactions and emphasize that parents are their children’s first teachers. Also, pregnant women receive weekly visits and are provided information about prenatal care, oral health, breastfeeding, postpartum depression, mental health, early intervention services, health and nutrition, and other resources. Families participate in bi-monthly playgroups allowing the children and parents to socialize with other families and work on their children’s development skills. The center-based Head Start program is looking for children 3 or 4 years old. Parents of children with special needs are also encouraged to apply. Head Start offers children from diverse backgrounds active learning activities, nutritious meals and snacks, health screenings, and disabilities and mental health services. Some sites also provide full-day Head Start or childcare services for working families. The involvement of parents in education, program planning and operation is an important part of the Head Start program. Parents play an active role in all aspects of the program. Through that involvement and other training activities, parents are able to gain skills to help them secure employment. “not MY kid” Launches National Back-to-School Campaign Encouraging Parents to Drug Test Their Kids

National non-profit organization notMYkid is giving away more than 4000 free home drug test kits, in more than a dozen U.S. cities.

With each new school year, kids will be required to pass a number of tests. None is more important than the test they’ll face when pressured to use drugs by their peers. Often a simple “no” isn’t enough to deflect peer pressure and allow a child to save face with their friends.

That’s why the national non-profit organization notMYkid (http://www.notMYkid.org/backtoschool) is launching the “Back to School” substance abuse prevention campaign and encouraging parents to drug test their children. As part of the campaign, notMYkid is giving away more than 4000 free home drug test kits, in more than a dozen U.S. cities, thanks to a donation from First Check, the leader in home diagnostic testing.

“Talking to your kids is only the first step,” said Debbie Moak, founder of notMYkid and a mother who faced her own teen son’s addiction. “We need parents to take actions — get on the same page, set consistent boundaries, drug test their kids, participate in their lives and most importantly, serve as positive role models. Through years of experience, notMYkid has found utilizing a drug test in the home helps kids avoid peer pressure situations by empowering them to say ‘No, I can’t, my parents drug test me.’”

When parents choose to drug test their kids it accomplishes several important goals:

1)    Opens a dialogue between parents and kids to discuss the risks of drug use
2)    Helps kids avoid peer pressure situations by empowering them to say “No, I can’t, my parents drug test me”
3)    Alerts the parent if a child has recently used drugs so they can decide how to respond

Most parents are unaware that the average age for first-time drug experimentation is 13. When a child starts using drugs, it is typically two years before parents realize there is a problem.

Phoenix Residents Responding to Literacy Crisis

Aug. 11, 2014 It’s back to school time for children and also for some Phoenix adults, who are donating their time to make a significant impact on early literacy. The city of Phoenix, in partnership with AARP Experience Corps and Experience Matters, is launching a tutoring program designed to improve literacy skills for Phoenix elementary school students and is seeking volunteers. AARP Experience Corps is an award winning program that serves children in kindergarten through the third grade. The program taps into the experience and passion of older Americans to ensure that every child has a chance to succeed in school and in life. According to the National Center for Education Statistics, National Assessment of Educational Progress (NAEP), only 28 percent of Arizona fourth grade students were reading proficiently in 2013. The AARP Experience Corps program utilizes highly trained volunteer tutors 50 and older to help children become proficient readers by the time they finish third grade. The students who receive one-to-one coaching with AARP Experience Corps tutors have shown 60 percent greater gains in critical literacy skills. Teachers report that the tutors make a positive impact on attendance, reducing disruptive behavior, and increase participation. Volunteers become tutors because they enjoy helping kids become better readers. Mayor Greg Stanton was instrumental in securing the program for Phoenix schools as part of Read On Phoenix, his program to get local students reading at grade level by the third grade. Phoenix is one of many cities that are committed to improving early literacy in their schools. Read On Phoenix is part of the statewide effort of Read On Arizona, a partnership of agencies, philanthropic organizations and community stakeholders committed to creating an effective range of services to improve language and literacy skills for Arizona’s children. During the 2014-15 school year, AARP Experience Corps will work with five Phoenix elementary school districts: Wilson, Fowler, Tolleson, Phoenix Elementary, and Riverside. Volunteers 50 and older are currently being recruited. Aug 08 2014 STATEMENT BY SENATOR JOHN McCAIN IN HANOI, VIETNAM Washington, D.C. ­– U.S. Senator John McCain (R-AZ) today delivered the following statement at a press conference in Hanoi, Vietnam: “I am Senator John McCain, and it is always a pleasure to be back in Vietnam. I am joined by my colleague Senator Sheldon Whitehouse of Rhode Island. “We have come to Hanoi at an important time: Next year is the 20th anniversary of the normalization of our relations. For those of us involved in that process, the progress we have made in this time has been astounding. At the same time, we recognize that we can do so much more together as partners, and that we need an ambitious agenda as we head into next year, especially in light of troubling recent events in the East Sea. In short, now is the time for Vietnam and the United States to take a giant strategic leap together. That is why we are here. “For our part, the United States is ready to meet this challenge with new thinking and action. We are ready to conclude a high-standard Trans-Pacific Partnership, with Vietnam as a full partner. We are ready, in the context of TPP, to work with Vietnam to meet the criteria for U.S. recognition as a market economy. As the Prime Minister said in his New Year’s address, ‘Democracy is the inevitable trend in the development process of humankind.’ The Vietnamese regime, he said, ‘must be much better in terms of democracy, and the party must hold high the banner of democracy.’ “It is our hope that Vietnam will translate these remarkable words into bold actions, such as releasing prisoners of conscience, creating space for civil society, and ultimately by making it clear in law and policy that state power is limited and universal human rights – the freedom to speak, associate, worship, publish, and access information – are protected for all citizens. “In this competitive century, all countries face the same question: What sets us apart?
