Access to Care Community Meetings Scheduled

Oct. 19, 2012 The city of Phoenix invites residents to attend and offer feedback at two community meetings on the proposed City of Phoenix Access to Care ordinance. The meetings are scheduled from 5 to 6 p.m. Thursday, Oct. 25, at Sunnyslope Community Center, 802 E. Vogel Ave., and 10 to 11 a.m. Monday, Oct. 29, at Maryvale Community Center, 4420 N. 51st Ave. Over the next few months, the City Council is expected to discuss and possibly take action on the Phoenix Access to Care Ordinance. The ordinance would create a new funding source for Arizona Health Care Cost Containment System (AHCCCS) payments to acute care hospitals within the city that provide significant amounts of uncompensated care to uninsured and low-income patients. Major provisions of the ordinance include: City authorization to impose a short-term assessment on Phoenix acute care hospitals based on a percentage of the hospitals’ net inpatient revenues. The assessment will not require increased spending by the city and will not result in increased costs to patients and insurance companies. Certain hospitals would be exempt from the short-term assessment due to their special nature: government hospitals, specialty hospitals, small children’s hospitals, and hospitals that provide a significant percentage of care to out-of-state and Medicare patients. A separate Access to Care Fund would be created into which the short-term assessment revenues would be deposited. The city would then transfer this funding to the state (minus a small set-aside to cover the city’s administrative costs) to be used as the state’s share of new AHCCCS payments to Phoenix hospitals. The federal government would provide matching funds for its share of the payments – ultimately funding 66 percent of the payments. While common at the state level (more than 40 states have a provider assessment) cities have begun to utilize this model, with Philadelphia recently passing a similar ordinance. Phoenix acute care hospitals that provide significant amounts of uncompensated care to uninsured and low-income patients would receive payments based on their share of the uncompensated care. In addition, at least 10 percent of the money collected from the hospitals would be used to restore AHCCCS coverage for uninsured adults across Arizona. A portion of the assessment also would be set aside to fund uncompensated care payments to the Maricopa Integrated Health System through an already existing AHCCCS program. The community meetings will provide an overview of the proposed ordinance, and residents will have the opportunity to provide feedback. Phoenix Celebrates National Food Day

Oct. 19, 2012 National Food Day is Wednesday, Oct. 24. To celebrate, the Phoenix Green Team’s Green Gardening Group (G3) is hosting the “Get Growing, Get Healthy, Get Real,” from 11 a.m. to 1 p.m. that day at City Hall plaza, 200 W. Washington St., near the fountain. Crooked Sky Farms will be on hand with a lunchtime farmers market, and attendees can sample and learn about healthy food from Squash Blossom Restaurant, Chipotle, Doctor Hummus, Artisan Food and Aramark. Enjoy demonstrations by Hyatt Executive Chef Dominic Vaccaro, Classic Cooking Academy and Herbs 2 U. Phoenix Planned Major Street Restrictions – Updated Oct. 19

Oct. 19, 2012 Drivers should be aware of the following city of Phoenix roadway restrictions and are encouraged to allow for additional time to travel. New Restrictions 40TH STREET – BELL ROAD TO GREENWAY ROAD 40th Street from Bell to Greenway roads is scheduled to be restricted to one lane southbound on a 24-hour basis beginning Monday, Oct. 29. Northbound traffic will not be restricted. Business and local street access will be maintained. The project is scheduled for completion by March 2013. Drivers are encouraged to select an alternate route or expect delays. This is a Water Services Department sanitary sewer rehabilitation project being constructed by Achen-Gardner. Special Events APS BUILDING HELICOPTER LIFT – 5 TO 10 A.M. SATURDAY, OCT. 20 The following streets are scheduled to be closed 5 to 10 a.m. Saturday, Oct. 20, to lift equipment onto the roof. Fifth Street – Monroe to Fillmore streets Van Buren Street – Third to Seventh streets During this work, Van Buren Street through traffic will be detoured at Seventh Street and at Third Street to either Washington or Fillmore streets. Local and business access will be maintained. Police officers will be on site to assist with traffic control. Drivers are encouraged to use caution when driving through this area. AIDS WALK – 8:30 A.M. SUNDAY, OCT. 21 This walk will start at Third Avenue and Washington Street and finish at Second Avenue and Jefferson Street. The following streets will be closed 7 to 11 a.m. Sunday, Oct. 21: Jefferson Street – First to 19th avenues Washington Street – First to 17th avenues Third Avenue – Jefferson to Washington streets Police will be on site to assist with traffic control. All streets will be open to normal traffic by 11 a.m. Drivers are encouraged to use caution when driving through this area. ARIZONA STATE FAIR 5K RUN – SUNDAY, OCT. 21 This event will take place on the streets surrounding the Arizona State Fairgrounds beginning at 19th Avenue and Monte Vista Road and finishing at McDowell Road and 21st Avenue, 8:30 to 10:30 a.m. Sunday, Oct. 21. Vice Mayor Johnson to Host "Freaky Friday Film" Event Downtown

The screening takes place in Patriot Square Park located inside CityScape, at Central Avenue and Washington Street. This “Freaky Friday Film” will be none other than Ghostbusters, the 1984 comedy classic starring Bill Murray and Dan Aykroyd about three unemployed parapsychology professors who decide to set up shop as ghost hunters for hire. The family friendly movie is a spooky (and funny!) way to kick off the Halloween weekend. Attendees should bring chairs and blankets and all are invited to stick around after the movie for fun downtown. Costumes are welcome at this free event. Volunteers Needed for Citywide Paint Out Day

Oct. 12, 2012 In support of the Graffiti Free Phoenix pilot program, the city’s Neighborhood Services Department will bring together hundreds of residents across Phoenix in a combined effort to wipe out graffiti in their communities. Volunteers are needed to help make this Graffiti Free Phoenix: Wipe It Out! Day a success. The citywide event will be from 8 a.m. to noon Saturday, Nov. 3. To date, more than 2,000 volunteers have already signed up to help wipe out graffiti. “Wipe It Out Day will change the way residents and visitors see our city,” said Councilman Daniel Valenzuela, chairman of the City Council Neighborhoods, Planning and Development, Housing and Homeless Subcommittee. “I encourage residents to join us for this big day when businesses, community groups and our neighbors come together to remove graffiti from our neighborhoods – and have a little fun at the same time!” City staff also has planned a kick-off rally from 9 to 11 a.m. Saturday, Oct. 27, at the NSD West Facility, 3325 W. Flower St. During the rally, staff will cheer on neighborhood and corporate volunteer groups as they pick up paint and supplies in preparation for the Nov. 3 Wipe It Out Day. Several blight buster volunteers also will be recognized for their dedicated service throughout the years. NEW RESTRICTIONS: CAMELBACK ROAD – 42ND TO 46TH STREETS Camelback Road between 42nd and 46th streets is scheduled to be restricted to one lane in each direction on a 24-hour basis from Monday, Oct. 15 through December for installation of major storm drains. Business and local access will be maintained. Police officers will be on-site to assist with traffic control. This work is a joint Maricopa County Flood Control District and city of Phoenix joint and will include the construction of new storm drain pipes, waterlines and roadway asphalt. 31ST AVENUE AT CAMELBACK ROAD 31st Avenue at Camelback Road is restricted for a Capital Improvement Project to install a sewer main relief line. Camelback Road is restricted to one lane in each direction. Both directions on 31st Avenue will be restricted to right turns only from 7 p.m. to 6 a.m. nightly. All left turns will be prohibited at the intersection. Pedestrian and business access will be maintained. Police officers will be on-site to assist with traffic control.
